Summary:

The article provides a comprehensive retrospective examination of fundamental aspects regarding internal affairs in the First Republic of Armenia, 1918–1920. The objective of this research is to distinguish patterns in the process of state-building during a period of systemic crisis and to assess the role of national institutions in supporting Armenian society. The study employs a multidisciplinary approach, grounded in the principles of historicism and scientific objectivity. By combining the historical-genetic method with a critical analysis of archival records and statistical data, the author was able to trace the evolution of government institutions and reconstruct a comprehensive picture of socio-political developments in the republic. The author views the process of reestablishing Armenian statehood after a six-century interruption as a remarkable feat of national unity achieved in the face of an extremely antagonistic geopolitical environment. The article thoroughly examines the disastrous socio-economic state of the nation, resulting from the aftermath of the First World War, Turkish invasions, and severe economic sanctions. Particular emphasis is placed on the strategies employed to address the humanitarian crisis, including widespread hunger, typhus outbreaks, and the government's efforts to accommodate hundreds of thousands of refugees and provide for orphaned children. The study explores the political framework of the republic, characterized by the development of parliamentary democracy and the establishment of a multi-party system, with the Armenian Revolutionary Federation (ARF) “Dashnaktsutyun” party at the forefront. The article investigates the program platforms of the major political forces, ranging from the liberal Armenian People's Party to left-leaning socialist groups. A significant achievement of the work is the analysis of government initiatives in the fields of education and science, including the establishment of Yerevan State University and the nationalization of the educational system, which is seen as the foundation for cultural revival. A distinct chapter is dedicated to the Bolshevik uprising of May 1920. The author delves into the reasons for its suppression, attributing them to the absence of widespread social backing and the unification of national forces around the concept of sovereignty. To sum up, it should be stressed that, despite the brevity of its existence, the First Republic laid the groundwork for the institutional and ideological framework of the contemporary Armenian government. The findings of the research demonstrate that in the period from 1918 to 1920, the foundations of civil society and the legal system were established, which remain relevant for modern Armenia.
